The charges are based on what the person was thinking when he committed the crime. This is the first step down a dangerous road where someone will eventually be locked away on death row, convicted of murder, because he simply mumbled under his breath, "I'll kill you." <br><br>Remember the movie "Minority Report" with Tom Cruise? The plot was that the police were able to charge and convict people before the crime was committed based on the person's thoughts.... that's what this world will turn into now that we have a law on the books that can levee a specific conviction based on a persons thought.
